Bill was born March 28, 1932, the son of Virgil and Gracie Goggans, in Sheridan, Arkansas.  He served in the U.S. Army as a radio operator in Korea from 1953-1955.  He married Emma Lee Harrison on June 24, 1956 and made their home in Fort Worth.  Bill was a general contractor and built his house from the ground up in 1957 where he lived until his death.  He retired after 23 years from General Dynamics (now Lockheed), where he was employed as a carpenter.
